Nora Legacy can only be accessed in two ways and one of them was as a pre-order bonus. The uncommon outfit can also be obtained by buying the Horizon Forbidden West Special Edition which comes with a matching Nora Legacy Spear.

How to Unlock Utaru Protector
Utaru Protector can be unlocked by completing the Side Quest named, Forbidden Legacy that can be acquired from Alva in Legacy's Landfall. Once you've wrapped up the quest, you'll need to visit Alva in Legacy's Landfall again to receive the outfit but she won't return to the settlement for a fairly long time.
To bypass this lengthy waiting period, complete the quest then save your progress. Once saved, close Horizon Forbidden West and reopen it. Alva should be in Legacy's Landfall to reward you.

To unlock the Utaru Warden outfit you'll need to complete the Side Quest named, The Second Verse. To receive the Side Quest you'll need to speak to Zo in Plainsong.
